Pushing someone from stairs can be two things, in this case from the top of the stairs into a direct descent to their demise. Or from the stairs as in away from danger of falling down in which the person still manages to maneuver themselves as to fall.

The scenario was about directly intending for someone to fall and as such use the terrain as a weapon against the opponent to kill them.

The terrain may be the decider but the catalyst is the action that leads to that end, just as water may be the factor that kills a person. But it was the act of holding the head under water until they drowned that lead to this conclusion (gruesome for sure but it's how catalysis work in determining who gets the credit for a kill) :-)
